Abstract
Preliminary. Modern social transformations, caused by military challenges, digitalization and reform of the public administration system of Ukraine, significantly change the psychological conditions of professional activity of civil servants. The performance of managerial functions in conditions of high uncertainty of emotional tension and the need for quick decision-making actualizes the need to study emotional intelligence as an important psychological resource of professional efficiency of civil servants.
Purpose. The purpose of the article is to theoretically substantiate emotional intelligence as a psychological factor of professional efficiency of civil servants in conditions of social transformations, determine the patterns of its influence on professional activity and develop an integrative model of this influence.
Methods. The research was carried out within the framework of theoretical and methodological design and the application of systemic, psychological, competency and institutional approaches. The methodological basis was the theoretical analysis, comparison, generalization, systematization and conceptual modeling of modern scientific works on emotional intelligence, professional efficiency and psychological resources of civil servants in the conditions of social transformations. The integration of these methods ensured the construction of a model of the influence of emotional intelligence on the professional efficiency of civil servants and the determination of the patterns of its influence on professional activity.
Results. Based on the integration of modern psychological, managerial and interdisciplinary approaches, the theoretical principles of the study of emotional intelligence as a psychological factor of the professional efficiency of civil servants were systematized. The main patterns of its influence on psychological stability, professional adaptability, communicative competence, self-regulation and the quality of managerial decision-making in the conditions of social transformations were determined. An integrative model of the influence of emotional intelligence on the professional effectiveness of civil servants has been developed, which reflects the consistent connection of intrapersonal, interpersonal and adaptive psychological mechanisms with psychological determinants of professional activity that ensure the professional effectiveness of a civil servant.
Conclusions. It has been proven that emotional intelligence is one of the key psychological factors of professional effectiveness of civil servants in conditions of social transformations. The development of emotional intelligence contributes to the increase of psychological stability, professional adaptability, quality of management decisions, constructive interpersonal interaction and professional effectiveness of civil servants. The proposed interactive model can be used as a theoretical basis for improving the system of psychological training, professional development and assessment of professional competencies of civil servants.
